There is little agreement among regulators and lawmakers around the world on how artificial intelligence should — or even could — be controlled. Senator Chuck Schumer of New York, the majority leader, hosted the first of several A.I. Forums in September. He has promised a comprehensive bill of A.I. regulation possibly by next year.
